On September 20, 2004, Prime Minister of the Socialist Republic of Vietnam Phan Van Khai signed Decision No. 990/QD-TTg on the Vietnamese Entrepreneurs' Day, designating the 13th of October every year as the "Vietnamese Entrepreneurs' Day".

History of Vietnamese Entrepreneur Day

71 years ago - on October 13, 1945 - President Ho Chi Minh wrote a letter to the Vietnamese Business Community, in which he stated "...Currently, the business community is actively working to achieve many benefits for the nation. I highly appreciate and expect many positive results. While other sectors of the nation are striving to gain complete independence, the business community must work to build a strong and prosperous economy and finance.

The government, the people, and I will wholeheartedly support the business community in this nation-building endeavor. National affairs and household affairs always go hand in hand. A prosperous national economy means the prosperity of businesses..." Excerpt from President Ho Chi Minh's letter to the Business Community published on the Communist Party of Vietnam Electronic Newspaper.

To promote the role and tradition of Vietnamese entrepreneurs, encourage all social classes to contribute to the construction and development of businesses, and meet the requirements of industrialization and modernization of the country, as proposed by the Vietnam Chamber of Commerce and Industry and the Business Association, on September 20, 2004, the Prime Minister of the Socialist Republic of Vietnam, Phan Van Khai, signed Decision No. 990/QD-TTg establishing the Vietnamese Entrepreneur Day on October 13 every year. The Prime Minister's decision to designate October 13 as Vietnamese Entrepreneur Day holds deep historical significance - it is the day President Ho Chi Minh sent a letter to the Vietnamese business community shortly after the establishment of the Democratic Republic of Vietnam.

The Prime Minister's decision also stipulates that the organization of Vietnamese Entrepreneur Day annually must be practical, cost-effective, and efficient, avoiding formalities, and ensuring the following requirements:

  • Educate and instill patriotism, self-reliance, proactive creativity in the business community, encourage competition in production and business, enhance discipline, ethics, and business culture of enterprises and entrepreneurs.
  • Commend and reward through appropriate forms the successful businesses and entrepreneurs who implement the Party's policies, laws of the State, and organizations and individuals who have achievements in building and developing businesses.

On December 9, 2011, the Politburo issued Resolution 09-NQ-TW on building and promoting the role of the Vietnamese business community in the period of accelerating industrialization, modernization, and international integration. The resolution outlines the guiding principles, objectives, directions, and tasks in building and promoting the role of the Vietnamese business community as follows:

Regarding the guiding principles: The Politburo affirms that the business community plays a crucial role in the industrialization and modernization of the country; building a strong business community with high capacity, qualifications, and integrity and credibility will positively contribute to enhancing the quality, efficiency, competitiveness, rapid and sustainable development, and ensuring the independence and autonomy of the economy; building a strong business community in terms of quantity and quality, improving the comprehensive knowledge and ethics, citizenship consciousness, social responsibility, and national spirit of the business community, will contribute to the vigorous promotion of industrialization, modernization, international integration, and the development of a socialist-oriented market economy; building a strong business community is the responsibility of the Party, the entire political system, and each enterprise and entrepreneur. Building and promoting the role of the business community must be closely linked to perfecting the socialist-oriented market economy; ensuring the ownership rights and freedom of business according to the law, encouraging entrepreneurs to create wealth for themselves and for the country. Strengthening beneficial cooperation between entrepreneurs, workers, farmers, and intellectuals under the leadership of the Party.

Regarding the objectives, directions, and tasks in building and promoting the role of the Vietnamese business community: The Politburo defines the following:

Objective: Build a strong business community with national spirit, political awareness, business culture, high social responsibility, sufficient capacity, and qualifications to lead and manage enterprises that operate with quality, efficiency, high competitiveness, close linkages, actively participate in the production network, value chain domestically and globally; strive by 2020 to have a number of entrepreneurs and businesses with regional brands in Southeast Asia.

Direction, task: Raise awareness of the role of the business community in the industrialization, modernization, and international integration; Create an equal and favorable production and business environment for entrepreneurs; Support the business community to expand its scale, improve the efficiency of business operations, encourage the development of entrepreneurs in rural areas; Focus on transforming training and nurturing entrepreneurs; Emphasize ethics, business culture, social responsibility, national spirit of the business community, build harmonious labor relations; Promote the role of business community organizations and representatives in the community; Strengthen the Party's leadership in building and promoting the role of the business community.

Historical Significance

After 15 years since the Prime Minister designated October 13 as "Vietnamese Entrepreneur Day" and 5 years since Resolution 09-NQ-TW of the Politburo came into effect, the reality has affirmed the historical significance of President Ho Chi Minh's letter to the business community on October 13, 1945. In this phase - the phase of international economic integration - President Ho Chi Minh's letter still holds its value, demonstrating the correct direction and strategic guidance of the President regarding the affirmation of the role of businesses and entrepreneurs in the construction and development of the country.

Decision No. 990/QD-TTg dated September 20, 2004, and Resolution 09-NQ-TW dated December 9, 2011, have concretized the direction and guidance of President Ho Chi Minh with policies and encouragement for business development, promoting the role of entrepreneurs; supporting and driving the strong development of Vietnamese businesses and entrepreneurs to confidently contribute significantly to the country's economic development and international integration.
